They already have a black homeland in West Africa called Liberia. The US purchased the land in 1822 with the sole purpose of providing freed slave, and black people in general, a home / nation to return to.

Even if one accepts Texas v White, there is no limitation on the ways in which the Constituon can be amended. So amend it to allow secession. Or better yet, allow a super majority of states to expel any other state. If such an amendment cannot make it through Congress, well there is the convention method.
Clearly this type of largesse should get people put into jail.
