He started believing the encrypted radio signals he was receiving from aliens. The Air Force decided to use him in a disinformation/misinformation campaign, including dressing up as the Men In Black. This eventually put him into a mental hospital. Instead of telling him it was normal military radio traffic or some other made up story, they helped create the UFO mythology.

You never hear UFO conspiracy theorists talk about the other side of the story.
