Probably. But someone smart enough to figure our the logistics of where to fly and at what speed & altitude might have been smart enough to figure out where to land with a parachute (numerous theories to the level of parachutist Cooper may have been).

You have to wonder how well they packed the chutes. My understanding is that, by demanding multiple chutes, he ensured that they couldn't be certain that he wasn't going to take hostages. So they (probably) wouldn't have sabotaged them. I was impressed when I learned that - smart move!
