Wolf has the power because the Republican controlled House and Senate have done nothing to limit his power. The Republican Party in Pa. is a disgrace. Even the counties that have a Republican majority of County Commissioners have fallen in line without so much as a whimper.
Wolf will continue his consolidation of power as long as Republicans hide in the tall grass. I don't see him backing off his draconian measures until June or July.

A simple experiment to put all prisoners (and guards etc) on Hydroxychloroquine to prevent it, naw, too easy. Heck that’s where one state is hoarding the pills.
