While the National Archives sends staff members to the White House to gather files and papers of the President, they do not treat all vice presidential papers.
Then how did Biden get Obama’s papers OH WAIT don’t tell me he stole them period.

There are now many permanent Preservation Orders for docs at the Fed. Record Center at Suitland, Mr. and all Archives for tens or hundreds of thousand of Ww2 Etc. records needed for both historical and litigation purposes thanks to a great Army lawyer, three great DOJ attorneys/legal administrators and my humble self, aided by a few competent professional researchers.
One day the whole story might be told.

Not necessarily. After processing and disposing of those Vice Presidential documents deemed not-worthy of preservation, the remainder would probably be either permanently archived at NARA or else sent to Obama's library in Chicago whenever it is built.
The St. Louis Records Center military personnel records has been reconstructing those lost by looking at individual unit records held at the Archives in DC and College Park though CP records are not complete. Tried to f I d my father-in-law’s unit records by unit and only found one personnel roster for Saipan and he wasn’t on it despite it’s famed combat record at Saipan, Tinian, Eniwetok, Kwajelein, and Iwo.
I was talking about 65,000 military records in the other part of the Fed. Records Center in St. Louis. At one time, they only had five staffers for the whole place - really fine, conscientious professionals.
We got DOD components to start a total review of them for both historical and litigation purposes, as well as for Permanent preservation status.
At one time, the staff was very conscientious and tried to do the best with what they had. However, the current crop of St. Louis staffers are just lazy and don't want to be bothered, so out go the form letters. Usually, I have to get congressional staffs involved to get any kind of action, which leads to further delays and frustration.
Meanwhile, the Veterans Affairs beast could care less and remains unyielding in its documentary support requirements despite the fire, and refuse to accept it as an excuse. I generally have to sic congressional staff members on that agency too.

Dear IRS, the reason I did not file a tax return last year is that the IRS did not supply a pen to complete the tax return. Please advise when you will be supplying said pen. Of course there will be no penalties nor interest due to the IRS’s failure to provide said pen.
