In fairness Vivek said Israel should not get more aid than it's Middle Eastern neighbors. And in fairness, I think Vivek is ignorant on the issues. I posted data here. Forget the Middle East, those neighbors sharing a border with Israel, Lebanon, Jordan and Egypt, get $600-$700 million more than Israel, so Israel gets a big raise under Vivek. Middle East, toss in Iraq that's nearly a billion more for Israel. Not to mention Iran who we supply off budget terror funding. I see no reason for a raise though. I'm sure if Vivek meant to reduce aid to Arab states to zero he'd have said it.
