Maybe 'road improvement/bridge building' IS for Chinese tanks and soldiers and NOT for illegals. China wants the land for themselves not for third world criminals.

The thousands of Chinese soldiers who crossed the border illegally the last three years have the means to take down our grid, but they don't have the manpower and numbers to secure the country for China.

That's where the 'tanks' and Chinese armies come into play. The Chinese will need to move in quickly. They'll need to be massed close to the US and have the means to move in within days - hours...

And the payoff is larger. First the grid, the water treatment plants, and food supply chains, then 'negotiations' with DC traitors and and 'help' from the Chinese army crossing into Texas and it's game over.

That is in the Darien Gap, the wild and lawless region of the break in the Pan American Highway. It won't close the North South gap, but will provide access from Venezuela (via Colombia).
