My guess is that almost all of them are dead, either killed with Hamas members by Israeli bombings or killed by Hamas as they scrambled to get away or shortly before they were captured. So it's not that Hamas won't release the captives: they can't, because they're already dead and Hamas is hiding that. I also suspect the Israeli government probably already thinks they're dead.
The Israelis also probably recognize this a political theater necessitated by pressure from the ever-growing hard left wing of the Dem party.
When Iran strikes, the Gaza fight will become a sideshow and the Israelis will finish off Hamas.
