ALL border security measures are under control of the executive branch and the agencies it controls.
Trump enforced existing laws aggressively and we ended up the lowest number of border crossings ever.
Biden has willfully ignored the law, allowed illegals to flow freely over it and giving them incentives to come and stay.

The trick is to propose the exact opposite of what you intend knowing it will never amount to anything and then blame the other guy when it fails. If you have the media changing your diapers daily you can get away with that.
