A very few States assign their electoral votes by Congressional District, with the remaining two votes going to the overall State winner. States like California, New York, Texas, Pennsylvania, will never do this ... it would go against the interests of their respective State governments.

The last time we had a GOP governor and majorities in both houses of the legislature, there was a bill introduced to do exactly what Maine and Nebraska does as you describe. It was the GOP State Chairman who killed it in committee for his own selfish reasons of diminished importance.

It might have harmed his personal fiefdom in some way, but it would have greatly helped the Republican Party. I expect most of Pennsylvania's Electors would be Republican in most presidential elections if the measure had passed.
