If they were traveling south on 15th Street and there wasn't that much traffic at the time, then it would be possible, yes, to reach a decent speed by the time they reached the intersection with Pennsylvania Avenue, East of the White House. As it happens, 15th Street is markedly downhill in that stretch, for being a city street.
Also, take a look at Google Maps. While, yes, there is an entrance to the WH complex at the intersection of 15th Street and Pennsylvania Avenue, it's really not all that close to the White House itself. Inside the fence, along 15th Street, there's the entire Treasury Department building between that particular entrance and the White House.
Just on the basis of the facts as they've been presented, there's no reason to imagine that this was anything other than a bad traffic accident.
