40,000 Palestinians dead is not a “historically low” civilian body count.

Israel has destroyed 19 Hamas Battalions killing 1400 members of Hamas and PIJ. So we are looking at less than 2 "civilians" per terrorist. That is exceedingly low for urban combat, especially given the fact that maximizing the number of dead Arabs is the defensive to get international support is strategy of Hamas. And it assumes all civilians are actual civilians. Over a thousand "civilians" invaded Israel on October 7th along with Hamas and PIJ. "Civilians" have held hostages and fired on Israeli soldiers in Gaza.
