How about one of the larger EU members, France, refusing to assist the US in the case against the 20th hijacker. No incriminating data, intelligence files, etc... because they disagree with the US's death penalty. So, they're going to support a known terrorist because of a totally unrelated political issue. Nice to have such "allies". Oh, but the rest of the world is supposed to respect France's soverign rights.
