I suppose that randomness of environmental "issues" would result from the spectacle of groups of essentially unemployable socialists going for the gold ring of "jobs" that provide them with cover for their agenda (they deeply, deeply care), a paycheck and their cherished cloak of smugness. Of course, like all good totalitarians everywhere, they need to be backed up by heavy guns; since their victims consistently resist surrendering their rights voluntarily.
