He's got more problems now than if he'd stuck around and fought the original charges. They're going to tack on bail-jumping, at the minimum, and probably one or two more.

It says "pipe bombs".Yes, it does say "pipe bombs." It's one of the broad brush terms used in instances like these.
If you were to find yourself on the ATF $h!t list, and they raided your home, I assure you that you would be found to be in possesion of "pipe bombs" also. If you've got an old pipe nipple laying around, a cap or two that fits that nipple, and another material also, (which I will not describe, but is far, far more common to be found in the average home than smokeless powder for reloading) bingo, you've been found in possesion of "pipe bombs."
The term is used to elicit exactly the response you have provided. That's why they use it so often. They know it works on those folks who don't know otherwise, and will parrot their argument that "this guy is obviously a nut! Why would any upstanding citizen have pipe bombs!"

Why would he turn himself in? Perhaps because he came to realize that being in custody makes it much more difficult for the three letter agencies to "off" him, than if he were to die while being arrested a la Waco and Ruby Ridge.
I see you've bought into the media demonization of all militias. Yes, there are some nutcases out there. There are also some organizations that could be priceless in helping respond to a terrorist attack (not shooting back, but organizing relief, communications, etc.). They could be much more effective if they hadn't been demonized and marginalized by the anti-freedom press and the Clintonistas.

First: the criteria in the GCA does not specifically say "felony." The criteria is that you could get more than one year in jail for said crime. In most states, that's a felony; apparently it's not consistently so in West Virginia.
Of course, in a truly just world, Puckett wouldn't be under arrest, he'd be six feet under courtesy of the owner of the store he burgled shooting him back in 1966.
