Absolutely. The only systemic solution is to go after the problem and quit wasting time and energy trying to beat the symptoms back. I think the first order of business is to throw out FDR's version of the Commerce Clause, and disband every federal agency, and throw out every regulation based on it, until we get a constitutional amendment specifically re-authorizing it.

If the Politicians get to vote on bills that affect the general public, the general public should get to vote on bills that affect politicians (directly).

I have also seen some of our species actually hold a live bare electrical wire while plugged into a standard wall socket! Some folks are just resistent to electricity. Never saw anybody do the same thing (stand there and grin) when hit in the chest with a 230gr 45 slug.
People have to opportunity to submit for consideration and vote on issues at the state and local levels. They have no such recourse at the federal level. When every issues is decided and every policy dictated from inside the beltway, there really isn't much left of any consequence for the voters to have a direct voice in. The federal government needs to back off and let the states decide some things for themselves. We need to go back to the idea of "laboratories of democracy", instead of the 50 control groups we've got now.
I almost hate to ask, but how many Federal programs are there and how would any Congressional committee be able to do this massive job and still do their Constitutionally mandated jobs?

Billy Tauzin offers a 15% retail sales tax that replaces all income taxes but doesn't touch SS/Mediscare payroll taxes, that comes close to meeting the essentials of what it takes to reverse trend on taxes:

Nonetheless, I don't think too many people stand there and grin when hit with a slug of any size. My girlfriend's Dad, who did 11-years(!) of military service with the US Army in Vietnam and killed more communists than he can remember, swore up and down that his favorite combat firearm in the entire theatre was the .30 Carbine, and he'd used everything. In his words, the communists didn't seem to care what size the bullet hole was; they died just the same no matter what he used and big bullets required heavy guns. So he picked something light, accurate, and with a usable full-auto mode.
He was one hardcore bastard and everything an American is supposed to be. It is a damn shame he is dying from liver cancer caused by Hep-C that he contracted from a blood transfusion during one of the many times he was wounded in action.
