Good post. Thanks!
Do you know, or can you find out, anything about the federal government (under Clinton/Rubin) Consumer Price Index (CPI) "experimental, discretionary" guide for assessors of private property taxes in counties with at least a 20% poverty rate? It has to do with figures from HUD, the Dept. of Labor, and the Census Bureau.
If you recall, Clinton once mentioned taxing property owners an additional amount --- something to do with IF they were renters.
That's what this CPI is doing, unknown to most of us. Even our State Sen. Jack Brown couldn't enlighten me further as to why Gila County property owners are paying an extra 2.8% this year. And the tax assessor will not clearly detail the facts, admitting that it's the feds setting the agenda!
Only a few of us are aware that our property taxes will triple over the next 10 years. This will tax our kids out of keeping the "old homestead" as their inheritance.
Sorry I can't explain it more clearly, but I hope it rings a bell with you and other FReepers.

It is indeed a victory, but as Taylor said it is unfortunate he had to go through four years to obtain it. Just think of those folks who don't have the preserverence or resources to fight like Mr. Taylor. That is what the government relies upon.

Thanks a million for the post. This is indeed wonderful news! I had heard of the Taylor case but not how it was going, and so glad to hear he finally won! Got to find out more about the folks in Elkins!

Great news! In my opinion, quite a bit of the "incidental take" permitting process takes on the mantel of extortion, rather than mitigation. It is common for the USFWS to "negotiate" a condition where the applicant must purchase "mitigation lands" and then set them aside and put money in an escrowed account to make sure they are perpetually maintained. Or, they can buy lands and donate them to a conservancy. And they haveto do it for each listed species.
