Then delegates committed themselves to halving the number of hungry people in the world to 400 million by 2015. Of the $70 billion (£48billion) spent on development aid worldwide, just $11 billion goes on agriculture

If you divide 70 Billion by 400 million you get $175 per starving person. With wheat at $7 dollars for a fifty pound sack, you can buy 3 and a half one pound loaves of bread per person every day of the year for all 400 million with the funds that the delegates already have in their budgets!

In other words, the problem is already solved, just that the UN is so busy eating all the starving peoples food themselves that none is left for the starving.

The money's in depopulating them, not feeding them.

Teach a man to feed himself and he might get the idea he can feed others.

Kill him or sterilize him or ensure his wife has the "rights" necessary to abort her children and the problem's solved.

These are Professional Problem Solvers. Little wonder they're entitled to feast like kings as they come together to discuss the Starving.
