For the first time, the state is reaching into classrooms across Connecticut and telling educators to hold back fourth-graders who cannot read and did not attend summer school.
As a result, 270 children in Hartford are repeating fourth grade this fall because they are poor readers. In New Haven, 43 fourth-graders are being held back, Bridgeport is retaining 94 and Waterbury 65. Even tiny Putnam is holding back two students.
