What is the purpose of this petition? In effect Congress has already "declared war on terrorism" by authorizing funds and making additional declarations, etc.

I don't see how they can have a formal declaration of war on "terrorism". Does this mean we are also at war with the IRA? With the Tamil Tigers? With the Narco-terrorists in Latin America? With the various factions, etc., in Africa?

This is just one more example of knee-jerk emotionalism. Some people want to feel like they're "doing something" so they put up a silly "online petition."

Look, if we're going to "declare war" it must be against a particular nation's government. I'm all for a declaration of war against Iraq, for example, but this thing you're passing along isn't worth the bits it's printed on.

I can see your point. People on FR have pointed out that according to the Christian doctrine of a "just war" if would be _immoral_ for the US to wage war on anyone or any state unless and until there is a proper declaration that names that person or state. And this is a necessary condition that can't be "compensated for" by pointing to the justness of the cause. So we might be days away from an immoral war, at least according to the Christian conception of a "just war".
