If the librarian was being treated for pneumonia, does that mean she has already developed symptoms of anthrax? If so, does that mean her prognosis is bad?

If she has developed frank anthrax symptoms, then she has the chances similiar to that of surviving ebola (less than 1 out of 5).
Questions that I have is, what's the deal with the two clowns that are unaccounted for. And what does N. Carolina have to do with all of this; the fatality, the sick dude and the two missing dudes all have ties to N. Carolina.
