Alone among the 50 states, it has lost private-sector jobs for six straight months, raising the political and economic stakes of the next jobs report, due Thursday for the month of January.     The looting of a BP service station and subsequent attacks at nearby Reservoir Park Sunday was a troublesome event that soured the normally buoyant Fourth of July weekend and raised a number of questions.
