So, is this for when your community is declared an environmental disaster (too damn many smokestacks? toxic train “accident”?), then the local population will be removed to some internment camps in a desolate hinterland, until such time as when and if FEMA can redevelop the offending disaster site to their liking? (I’m sure the FEMA bureaucrats are kicking themselves for not having this ready in time for the Lahaina fires!!)

what it seems to say is that they are creating a new bureaucracy in order to help socialist organizations in the event of a possibly climate related event that strikes marginalized communities and for this they have divided the country up into 400+ areas. now what that will do for the rest of us is any ones guess.

I don't know if they're talking about a tornado shelter, a trampoline park or midnight hurricane basketball...
where do they get the idea that there is a 13 to 1 return
on investing in resilience ?
