Define what you mean by “nomads”.
If you are talking about the Arab bedouine tribes in the Negev, yes, they are Arab Israeli citizens, not “nomads”.

Israel does not “take in” Arabs, but Arabs who live in the territory of Israel, and their descendants born there, ARE Israeli citizens.
Arabs in other countries may “take in” Arabs from Palestine, considering them “refugees”, but in most cases do not let “Palestinians” gain citizenship there.
So what’s the problem then?
