It isn’t the same thing... they aren’t being arrested for giving speeches, they are being arrested for trespassing and disorderly conduct, etc.

The trespassing charges won’t hold up in court. The students paying room/board and tuition have an implied contract with the schools allowing them on campus grounds. The disorderly conduct is a more nebulous charge they throw at anything. As long as the students are not impeding the conduction of classes or otherwise interfering with school activities the university would be hard pressed to get a conviction on that. Setting up some tents on the university quadrangle and chanting slogans would fall under what is allowed by the First Amendment.
A lot of the participants are not students; they are paid agitators.
