Hmm - thought that any military person who has a child born out of country is still an American citizen ... he was born in Panama which was (until Jimmah gave it away) US property.

It is Panamanian territory, it has always been Panamanian territory, even when McCain was born there, in Colón, it was Panamanian soil.
McCain was not born in the United States, on US territory, or in any US possession, protectorate, military base, embassy, or in any place that ever was part of the United States.

He would be. Currently, if a child is about to be delivered in South Korea, for instance, the mother might be taken to a local hospital. Kunsan AB is a good example. The U.S. base hospital is not equipped to handle child birth. Depending on conditions, the mother would likely be moved or admitted to the local Korean hospital equipped for child birth.
I think if it was photo shopped out, it would likely be because it is a very large and unattractive “outty”.
