Can mentally retarded individuals vote? (Vanity)
March 20, 2009 | 2ndDivisionVet

Posted on 03/20/2009 10:36:33 AM PDT by 2ndDivisionVet

Can someone here enlighten me on this matter? Are there rules as to which of these folks can vote and under which circumstances? I know that Dear Leader ticked off the families and friends of Special Olympians and the disabled in general last night, but will many of the MR community be able to vote against him? Forgive me if my language isn't as PC as some would like, as I don't play that game. Thanks!

I don’t know if they can, but given some of the people holding elected office in this country they apparently do.

Probably not, but that never stopped ACORN and Democrats from giving their families absentee ballots.

I bet if they had all the information they wouldn’t vote for Obama.

Here’s a moldy oldie on that topic:

http://hotair.com/archives/2008/10/17/obama-supporters-steal-vote-from-disabled-man/

“Georgia state officials have begun an investigation into Primus Industries and the alleged voter fraud committed by one or more of its employees. Jack Justice attends the adult day care provided by Primus for mentally-challenged individuals, and one or more Primus aides took them to an early voting event without permission from their families. Once in the booth, the aide cast the ballot for Barack Obama over Justice’s protestations:”

I think their holding office is directly attributable to "flat-liners" or the mentally-deranged and not the mentally retarded.

I am truly curious. Why would you think they would ever vote against a socialist giving them free money even though he shows disdain for them?

Even if they can't actually decide for themselves their keeper, who is a social worker or some other govt. paid employee, will not vote to plug the teat off of which they live.

I think your question is a good one, and the posts here are downright funny.

I’d like to know the answer to your question.

And I think it’s important to distinguish mentally retarded. My daughter is mentally intellectually disabled with an IQ of 70, and she can vote. She also hold two jobs and is working on her associates degree in photography.

Are there rules as to which of these folks can vote and under which circumstances?

Assuming that your question is sincere, and not rhetorical:

This is a "no-brainer."

The Voting Rights Act of 1965 prohibits literacy tests, character tests, and poll taxes. It would be unthinkable that any citizen, after having attained the age of majority, and after having registered to vote, would be denied that right, unless he was, e.g. a felon.

Regards,

Before 1918, Texas barred Idots, Imbecils, Aliens, and Women for voting or jury service.

The founders of that great republic were aware that universal franchise is suicide. As early as 1900, there were politicians who decided that suicide was a good thing.

Correct answer.

Shut-ins in asylums throughout the nation vote, either by being guided to the polling place, and then into the voting booth, but more commonly by absentee ballot.

I have a niece who is developmentally disabled. Not severely but has a mental handicap. She has a job at a local Bob Evans cleaning up dishes and making the pancake mixes and other things. She went to a tech school and took culinary classes. She's involved in bowling and basketball for people with special needs and handicaps. The girl has a life which she enjoys very much.

Her mom took her to register to vote and they allowed it. My sister is a Democrat but when it came to chose parties my niece had asked her who the president was (Bush at the time) which my sister told her and then my niece asked what party and my sister told her Republican. So she marked Republican. First one in that family to be a Republican!

Fortunately, my sister is an honest Democrat (and is questioning alot of their values these days) and told her daughter the truth what party Bush was of. She could have lied and said he was a Democrat but didn't.

Having said all this, I question allowing people with mental handicaps being allowed to vote because in a nutshell what I just described is what we get. Not a lot of thought and reason to the consequences of a vote.

A legitimate question. My sister is mildly retarded and schizophrenic... and a republican! lol. This past election she found out she was already registered, so she made sure she made it to the polls and voted for McCain.

She supported Bush both times, but never checked to see if she was registered before and therefore didn't vote until this election. Course, I'm curious how she got registered in the first place.

Theoretically, yes. A ruthless enrollment clerk could put such a person on the voting rolls, as there is a birth certificate, which proves nativity and age, fulfilling those requirements. However, until it was removed from the allowable criteria, the inability to speak or write was a severe stumbling block. The critical requirement of eduction was also removed, so a totally illiterate person may now vote, and of course, all other physical disabilities have been removed as impediments to enfranchisement, to the degree that all voting precincts have to be fully accessible, just in case there MIGHT be a person with such a limitation in the district.

Until 1973 an IQ of 85 was considered borderline retarded by the AAMD (IQ 85 and below is a large part of the population). Then, a miracle occurred. Many millions of high functioning retarded people were “cured”...by the government pressure that led to redefining the threshhold down to IQ 70.

A guide to state laws on voting for people with mental disabilities is at
http://www.ndrn.org/issues/voting/resources/state_voting_rights_MD_laws%5B062304%5D.pdf . In general, I think people lose the right to vote only when they have been declared “insane” or “incompetent” by the state.

The Voting Rights Act of 1965 prohibits literacy tests, character tests, and poll taxes.

I believe you are correct. Any legal citizen having reached the age of majority and legally registered to vote can legally vote.

I don’t know however if it may be questionable if an individual is of such limited mental capacity as to not be able to fill out a voter registration application and sign it on their own volition and without any understanding of what they are signing or why or if they require another individual to go into the voter’s booth with them to cast their vote for them with only a presumption of how they might or should vote. The same could be said for someone in a coma for instance. The same could be said for such individuals entering into a legally binding contract.

That is IMO different from people with physical disabilities who have the mental capacity to form informed opinions but may need the assistance of another to exercise their choice – a blind and or deaf person, a quadriplegic or someone with MLS or such.

On the other hand, there are people with Downs Syndrome who can function quite independently and hold jobs and pay taxes so I for one would not deny them their right.

In the past literacy tests, character tests and poll taxes were designed specifically to prevent and discriminate against minorities – blacks and to a lessor extent women from voting.

And literacy, character and the ability to pay a poll tax does not prevent liberals from voting as I’ve know quite a few well educated, upstanding and wealthy citizens who make stupid choices when it comes to elections. :) ,

I work with MR/DD adults and yes they certainly vote, and those I work with and who discussed the election (yes, they follow current events) were very, very pro-Obama last year. Not a scientific poll, but there it is.

Nor should they have the right to vote taken away, just in case anybody’s thinking along those lines. It’s a slippery slope to “you’re a conservative? That’s a mental illness, you can’t vote.”

Also, they are heavily encourage, almost to the point of coercion, into voting by some of the social workers. And some of them go so far as to directly campaign for Obama.
