It sure would seem like something like that. Although he is dirty standing on the carpet - looks like they had left the building behind them. If so, they would have had a chance to at least run a towel or someone’s clothing to get the dirt off of his suit? Maybe it is just a play of reflections???

That was my first thought. They do the whole lean over and kiss the ground thing which could easliy get the jacket dirty. But then wouldn’t there be a lot of dust on the knees as well?
