I am not an expert on the US Constitution, however, I have read that County Sheriffs are the only LEO agency recognized and authorized by the Constitution

I agree, but to get a warrant he has to have something other than a theory. He needs to have enough evidence from somewheres to convince the judge to inquire further.

I wish I knew the specifics of the investigators claiming to have learned about this.
Sheriff Joe represents everything that law enforcement and justice should represent. God bless him and his integrity in efforts to bring forth answers to questions that should have been asked and given acceptable response long ago.

But realistically, we now have government from the White House to local dogcatcher who neither know the US Constitution nor care what it says. And that includes guys with serious assault capability (ATF, EPA, Dept. of Education,...). They ignore the law, ignore court orders, and no one seems to call them on it or have the guts to confront/charge/arrest them for it.
I know that Arizona has presidential candidates state that they are natural born citizens of the US before they can be put on the ballot.

You're right, but just maybe the whole system isn't completely broken yet. I have a lot of faith in Sherriff Joe!
