1. There is another senate election in November and Republicans are widely expected to pick up at least two seats because of redistricting. Which would put them back in control of the Senate.

2. The Senate is out of session and will not be back into session until early next year, unless called into emergency session by the governor. Although the Senate could meet anyway, they have no power to introduce or pass legislation outside of an offical session.

Actually, there are a few hurdles before that.

A winner of the race has not been called by the media, but the Democrat currently leads by 779 votes.
The Government Accountability Board has not declared a winner in the 21st District.
There has been no concession by other party.
There are still absentee and provisional votes that need to be tabulated.
There are many voter irregularities in the district.
If I were running the state GOP, I would contest and delay the final outcome of this race at every level possible - including recounts and lawsuits.

And even if the Democrat is eventually declared the winner, because the Senate is not in session there are several other proceural hurdles the GOP can use to delay even a pro forma session of the Senate to delay Democrat control of the body(electing a new Senate President, assigning/switching office space, selecting committee chairmen and assigning committee posts).
