Are they sure the dog died from the heat? Or could he have been mistakenly used for target practice? He was tied up, after all.

As if they didn’t have one holding cell, if necessary, to put him until the animal shelter workers arrived. Baring that, hand him over to one K-9 officer to look after.
Letting a stray dog die just because they could? That is cold.
