I think you are confusing the Federal Government
classifications and the State of Texas classifications.

OBTW the highest classification is NEED TO KNOW.

When Mohamed Elibiary accessed the Texas State and Local Intelligence Community database It recorded most, if not all of the following info... username + password for the database access, his connection Host Name, Primary DNS Suffix, Physical/MAC Address, IP Address, etc.

No sale Janet, I.T. knowith all things.

Including EXACTLY who and what accesses their classified databases.

One thing it does not record is "someone happens to be Muslim."

The voodoo of playing the "Muslim card" does not work here.
