Not hard to start, nor expensive to kit yourself out at Reloading 101 level.
Was going to suggest Lee Precision “Lee Loader Rifle or Pistol” kit, less than $40, but they’re all out of stock in the pistol category and they suggest going to a dealer.
A simple single cartridge handloader includes everything but brass, primer, powder, and bullet. It’s kind of like learning to shoot a single loader rifle. Learn the basics and get comfortable with them before dealing with turret presses and all. Some just don’t take to it. With the Lee Loader you’re not out big bucks if reloading isn’t for you. But even that $40 isn’t wasted. Handy little kit to have for a bug out bag or to have at the range to hand load different powder or bullet weights.
Old fellow in W VA swears he only loads one .30-30 cartridge a year being as how he only takes one deer a season and that’s all he needs.

If you take to it or want more control for precision shooting you can go whole hog but that Lee Loader will still get the job done.
The fact that the government bought all those bullets, many more than they would need is a clear indication that something bad is going on.

The problem with this theory is that generals do not fire on anybody. They order their subordinates to order other subordinates, etc., and eventually a squad leader orders his privates to fire on somebody.
Even if the general is personally ordering some Air Force pilot with a joystick, flying a Predator, to fire on civilians. If the pilot doesn’t want to, he doesn’t.
The basic problem here is that leftists truly believe that all military people are stupid thugs who couldn’t get any other job, and will obey *any* order given to them by anyone who “outranks” them.
So imagine Dianne Feinstein walking up to a bunch of soldiers and “ordering” them to start shooting at a Tea Party demonstration. “I’m a US senator and I *order* you to shoot those people! Obey me! Obey me!”
If even one private acts like he might, the others will intercede telling him to cut that stuff out. Not a lawful order.
Why on earth does the weather service need ammo? Maybe that’s a dumb question, but off the top of my head, I can’t think of a reason.
