"Cis-" is a Latin prefix that is the opposite of "trans-." Simply put (in case someone hasn't already tried to define this), a "cisgender" or "cissexual" person feels himself or herself to be whatever sex their body says they are.
So "cissexism" is the assumption that cissexuality is the norm, resulting in discrimination against all the other letters in the LGBTQRSTWXYZ alphabet soup.
You're quite right: it is postmodern label-making. It indirectly normalizes all the deviant sexuality by making sure the normal people get a stupid label, too. If someone uses cis-anything around me, I generally assume they've bought into all manner of gender nonsense and that I likely won't get five words out without offending them.
Normal is the new "N" word.
