The summer jobs part is a good idea-one problem-I live in NYC where almost every non-union construction site is made up of so-called immigrants.
The immigrants are mostly from India, Pakistan, BanglaDesh, Mexico, the Caribbean, Ireland and the former Soviet Union.
The contractors, who are mainly from these nations tend to hire their own kind and I would guess that half of these contractors are running illegal sites. As to the workers I'll guess half are illegal but it's probably higher than that. There are almost no blacks working these sites.
So blacks (and whites), who are American citizens, are almost completely shut out of a huge labor market.
Keep in mind this is just one industry with this problem-I'm sure it's the same in many others-illegal immigration is destroying us in this once great city.
