American Military and Corporation Secrets.
They have to distribute some small portion regularly. They are allowed to invest a large portion and distribute only a portion of the proceeds. The last I heard on one radio show is that the charity distributes about 10cents on every dollar contributed and has a huge expense claim (ie. salaries, office expenses, etc)
