That's a lazy, ignorant comment.
Sorry to burst your bubble about college students, but there's a lot of them that should not be in college or in the major they are in. They've been pushed there by guidance counselors and parents and run through a K-12 educational system. That system has left them so ill-prepared that depending on the state, around 25-30% of them have to take remedial reading and math courses so they can continue on at a college level.
So when in college you studied what exactly?

If HR has the option to hire an H1B employee and treat them like garbage... then HR decides they can treat every employee like garbage.

The problem is H1B visas is their improper use. Put a floor on the salary. Market rate plus 15%. Then see how many companies hire them. Also make it retroactive and include not only Techs but administrative people. Dis-incentive the program unless you really need it.
