There is already a couple of shiploads of stuff waiting on the piers for distribution, being held up by union thugs.

Where are the Puerto Rican truck drivers?

At the post office waiting for their welfare checks. On cruise ships headed to Florida. Sneaking supplies and selling them on the black market. Trying to put a new roof over their kids' rooms before the next storm hits.
