I hope you’ll read the article. A boat’s engine is located in the bottom of the boat, away from any sea spray, and built to get wet, anyway. In order to have enough water in the bottom of the boat to knock out the engine, the boat would be on the verge of sinking.
The engines will run until water gets all the way up to the intake ports
