In a very narrow, shallow way, yes. But Pence is no HW Bush.
Bush, as long time globalist and former CIA director, understood the world and it's geopolitical realities, knew all of the key players around the globe, and had a plan for his 'new world order'. He hid all of that quite well under the meek, awkward, quiet and reserved family man persona, and few saw who he really was.
Pence may be a good, God fearing family man, but he would be in way over his head as POTUS, and powerful forces around him would take advantage of that, as is the usual case with weak presidents like Clinton, GW Bush and Obama. Pence reached his maximum potential as Gov of Indiana, and I don't think even 8 years as VP could prepare him for the job. While I don't think he would be a terrible POTUS, we need to aim higher. In some ways, Pence is the man Bush portrayed.
You could say, Pence is Bush's Quayle.
