It works for me. I have to actually close my eyes and imagine the picture in my head turning the opposite direction (per your directions). Just closing and opening my eyes doesn’t change the direction.
Weird.
I can only perceive a clockwise motion. hmmmm.

works for me but I don’t even have to close my eyes, I can make it to either way. I’ve seen this same thing before only it was a ballet dancer.

That one is easier for me to flip. (And much more interesting!)
It basically works by making your mind try and figure out what direction the image appears to rotate, which the animation appears to confuse by using the two-colour scheme that does not allow for the determination of the direction of rotation as there are no clues available through gradient shading. So, the mind takes over and “fills” in the details on what one should perceive as the direction of rotation.
With some practice, I could make the tail “rotate” clockwise, while the body went the other way, LOL!
