On your computer right click the ‘My Computer’ icon and go to ‘Manage’.
On the left side of the Computer Management console expand the ‘Services and Applications’
Click into ‘Services’
On the right side panel navigate to ‘Windows Firewall/ICS’ and right click on it and select ‘Properties’
If it is not set to ‘Automatic’ (which is what I suspect) then set it to Automatic and then click Apply and OK.
That should do it.

What security software do have installed now?
To: Zionist Conspirator
I would suggest an older version (ver 2.4.18.184) of Comodo Firewall. It is freeware and runs with low overhead.
If you run such a firewall, you will need to disable the Windows firewall.
Comodo firewall shows ‘stealth’ on the Gibson Research tests.

Do you have any other programs installed that include a firewall? They will usually disable the widows firewall in favor of their own.

Seriously? A used computer? Format, reinstall Windows. Otherwise, you’re chasing your tail. You’ll never be able to trust it otherwise.

Either install the latest version of Comodo or Microsoft Security Essentials. Both are free and highly effective! MSE is set it and forget it, Comodo is the best of the best if you take the time to understand it.

Thank you so much for the advice! I took it and it is already set at "automatic," so that's not the problem. However, I did go in and tell it to restart the program in the event of a failure. Hope that was the right thing to do.

No. Those can be turned off in the options.
Later versions may cause conflicts, and they become glutware.
The lastest is NOT always the best.
