Truck Driver Nearly Beaten to Death By Police For Not Signing Traffic Ticket

BERKELEY, CA -- A truck driver was beaten within an inch of his life by California Highway Patrol for not signing a traffic ticket that he could not read. The driver, who broke no laws, was beaten so badly that he woke up in a trauma hospital.

Olegs Kozacenko, a local resident originally from Russia, was pulled over and cited by police for allegedly driving too many hours in one day. Kozacenko refused to sign the ticket because he had not or could not read it.

CHP Officers didn't take kindly to the driver's refusal to sign. Two officers, one of them a trained fist-boxer, beat Kozacenko on the side of the highway nearly to death. He suffered a crushed left orbital eye socket, multiple facial fractures, a broken left arm, broken ribs, a concussion, loss of consciousness, and possible neurological damage. His injuries caused a deprivation of oxygen for a prolonged period of time.

Photographs taken of Kozacenko's unconscious body showed that he was in handcuff restraints. A toxicology report showed a 0.00% blood-alcohol content of the driver; perfectly clean.

There’s probably no requirement that the logs be in English, and except for a few road signs, the CCL exam was probably administered in Russian or Ukrainian (in Chicago you can take it in several different languages, Spanish, Polish, Russian and even Chinese, I believe).

Well, I have a multitude of violent thoughts that don’t bear sharing.

I think the remaining police officers who are honorable and have a moral compass is a fraction that corresponds more or less with that fraction of American males that are actually Men. I’ll leave it to the ladies to tell us how small that fraction is.

That’s not the situation with commercial truck drivers. They must be able to read Bills of lading, maps and the instruments on the dash panel. Knowing how much air pressure is in the brake system is a life or death issue.

I think it’s a stretch to say “most cops” are pure scumbags. As a former LEO myself, I’d say...Somewhere south of 25% are, but that’s still waaaaay too high, and more than enough to make them all look bad.

I started to read a ticket I got a few years ago, momentarily forcing the jack-boot...er, officer, to stand out in the sweltering Florida sun. He quickly advised me to read the one sentence that was in red, or I’d be going to jail.

Cops aren’t real big on people that prefer to not blindly sign whatever some government stooge puts in front of them. Good thing I didn’t bring my dog.

Mine too. Can’t read a thing up close without glasses. Went to the DMV to renew my license and the little Mexican chicksa behind the counter made me read the smallest letters on the chart. Couldn’t do it without my glasses. n She said....its going on your license that you have to wear glasses while driving. I tried to explain to her that I can’t see distances with my glasses ON! She was rude and put it on there anyway.

I would have signed the ticket, but I would have also written letters of complaint against this badge-heavy jerk to all of his higher-ups in the department.

I doubt it would have done any good, but it at least his unprofessional conduct would have been brought to the attention of his superiors.

Cops and other ‘law enforcement’ persons are not of/by training or personality law enforcers, they are today just enforcers of a self promoting cabal. A few years ago I was zeroing in my new .22 pellet rifle in our expansive backyard. I had backed a good sized picnic cooler with sound and pellet absorbing material and placed it low against a 6’ fence with no houses anywhere along the sighting. I had checked state and local laws and even called the local police office about what I was planning. There was nothing from all these contacts that told me I could not shoot let alone zero in the rifle. Towards the end of my work the doorbell rang and two cops were there. One was a middle aged woman and the other a young guy who I had the feeling was just out of school. I took them to the backyard and showed them my setup. I told then I was getting the rifle ready for some shooting on some mountain property and I had checked even with their office. The female cop said OK but make sure nothing went out of my yard to the complaining neighbor’s yard who reported I was killing birds. The young guy was a very different story. He literally puffed his chest out and told me I had to go to my other property to even shoot the rifle, my backyard set up was not satisfactory. I had been having bad vibes about cops but this experience tells me do not rely on cops or other ‘law’ enforcers to go by the laws the people supposedly pass. It even bothers me as an overseas WWII vet and only brother killed on Okinawa to see these huge memorial parades for well paid government ‘law enforcers’ when some if not many young men, who have every day and every hour been under the gun’ and killed in service for this Nation come home as just one of the ordinary citizens, no big parades.

Police chief at San Fran General Hospital one year received (after overtime) almost A HALF A MILLION DOLLARS.

That was in about 2009, I remember.

That was for ONE YEAR of work, and his total beat was the hospital.

A cop friend of mine puts the number between 40 to 60%.

Even 5% would be WAY too high, but interesting you say 25%.

Why don’t cops self-police (pardon the term) the profession so you don’t all look like roid-raging lawless scumbag thugs just out to beat up “civilians”?

I guess I’d say that there are two things that contribute to the corruption level of a law enforcement agency:

1. Culture begins at the top. Leadership directly influences the attitudes and performance of the rank and file.

2. Type of agency tends to impact behavior of its component officers.

We used to have a saying: 90% of the contacts State Troopers deal with are hard-working folks going to and from work. 90% of the folks deputies deal with are going to and from committing a crime. As a result, you tend to have deputies be more hardened and jaded than Staties. Of course, there are exceptions on both sides.

USUALLY, small city cops are VERY decent and community-policing oriented. They know the people they are responsible for protecting and that a citizen complaint is likely to be taken very seriously.

No matter what the organization, bad leadership will poison it from top to bottom. Weak leadership too, if the officers begin to feel invincible because the department won’t stand up to the union.
