1. Nukes used to stop a military uprising.
2. Nukes used to punish "uncooperative" conservatives (like Stalin starving millions of farmers).

The islamist communist occupying the White House is capable of any of these actions. Rather than be concerned about collateral damage, he would rejoice in it and plan to kill as many "bitter clingers" as possible. He doesn't plan on leaving in January 2017.
