Thinking the same thing. Chloe’s got too much history being on the right side of the law. I’m thinking she’s gone deep undercover to unravel this evildoers.
They were dating (maybe living together, too).
Chinese CIA kidnapped her as leverage for Jack. Held her in a prison where they repeatedly terrorized her until she became catatonic. She began believing that bugs were crawling all over her, kept shooing away phantom insects from her body, leaving you with the impression that that's how they held her.
Then they used her as bait to trap Jack. That season ended with the Chinese kidnapping Jack and hauling him away in a cargo ship back to China.
The following season began with a trade for Jack's release.

Oh, did I ever get in trouble when I was watching! Loser guy was so upset the Pres was still alive that I had to literally laugh out loud, and my oldest son got so mad at me! I was ruining the show for him... I love 24. I just also love to snark about the characters.

I got in trouble for laughing again at that scene. I was only chortling that jack doesn’t cuff him and call for backup - he just DEALS WITH IT. Gotta love it. I didn’t think it was funny; I just loved the non political correctness. In real life a cop would be looking through his handy 45-page “how to arrest a Muslim respectfully” protocol booklet and the terrorist would,have escaped.
