Agree with you on the bond measures. Other than local bond and school board issues, there is the fact that the government claims legitimacy for all it does, because it is elected. You know, the same argument Saddam Hussein used. The government's claim to "representing the will of the people" is weakened when the people don't vote, and otherwise refuse to recognize the government.
