It isn’t just him, they are all yucking it up along with him. Sycophant reaction or not, what ever they found funny was NOT funny at that moment to the other side of the table.
You always need context for moments like that because a photo can make any random moment look like something else, but clearly the O team was not feeling like the meeting was high pressure or overly serious, whereas the other side of the table wasn’t able to even get up to polite chuckling along with whatever the joke was.
In short, there was no empathy between sides going on in that room.
I would certainly hope not,
this was a crisis summit, not a beer summit.
