They're just throwing a bone to their small but vocal "Moms Demand Action" constituency so they can say they tried to do something. They know it won't go anywhere. They just want to get the election-losing gun control stuff out of the way so people can forget about it before the campaign season ramps up again.
Congressional Republicans are doing the same thing with abortion bills.
Elliot Rodger stabbed most of his victims. He didn’t need any of those extra mags.
Why would a man who is about to kill a bunch of innocent people worry about breaking the laws regarding magazine capacity? Isn’t murder already against the law?

Anything over about 500 rounds (depending upon specific cartridge type) gets to be sort of heavy. So maybe these large capacity magazines should have some sort of warning regarding possible back injury if handled improperly.
