I think you are right. Those who believe they are dumb and have given up on learning are putty in the hands of "our betters" who will "help" them. They become very compliant voters.
Common Core intentionally destroys Reason and Logic in children to make them know they are dumb and so they will never desire Excellence (true education). Don’t you notice how the vast majority of children over the last 50 years hate to Read—unless it is comic books or porn (50 shades of Grey).
This lack of Classical Education-—when 5 years or less created minds like Mark Twain, Howard Hughes and Lincoln-—self educated men—all geniuses are self-educated and Readers and thought “outside the box”. Now they punish and humiliate EVERYONE who dares “think” like a Lincoln or a Christian. Vice has to be habituated and learned.
New Math and other New Age curricula didn’t destroy Reason enough in the sheeple——too many Ben Carson-types got through the public system.
Like Fichte stated-—children have to be made to believe “snow is black”-—to be so irrational they believe all the Lies from the Marxist state so they remain “happy (drugged) slaves”.

I recall the 4th “R” as rhetoric.
