Actually, the Supreme court has ruled that a police officer, in public, while carrying out his duties, has no expectation of privacy and can be recorded in public at any time.
Because the other cops would immediately unload their weapons in to your body you would never get to express your fear.

Any police officer who is that afraid of a dog, is not mentally or emotionally fit to be in charge of protecting the public.
